In the Roman Catholic Church, it occurs only one time in the liturgical year from what I know, and that day is on Holy Thursday. In the Orthodox Church, this practice is also present, because on Holy Thursday the Bishops wash the feet of the faithful on that day. Christ did this act one time, and so the Church also does this act one time, on the day that Christ washed his disciples' feet on Holy Thursday. But Christ commanded the faithful to have Holy Communion in remembrance of him, so the Church continually has Holy Communion in accordance with Christ's command to do this in remembrance in him. And since Christians at every Church Liturgy remember Christ and worship Christ, we also have continuous Holy Communion at every Liturgy, in remembrance of Christ, as Christ remembered to die for us to take our sins away.
